SUMMARY PROJECT DESCRIPTION

The Directorate for the Management of European and Development Programmes of the Ministry of National Defence launches a public consultation on the draft Invitation to Tenders for a project entitled:

“Armed Forces Integrated Healthcare Information System (AFIHIS)”,

Which is included in the Operational Programme “Public Sector Reform” 2014-2020.

Summary Subject Description

Within the framework of this act the Armed Forces Integrated Information System is aimed to digitalise procedures related to the operation of Health Care Services (HCS) of the Armed Forces and it has been planned from the very beginning. This project regards 1 Data Collection Centre (DCC) and 16 Health Care Units of the Ministry of National Defence (Military Hospitals – Mobile Field Surgical Hospitals – Departments of Military Hospitals). To improve the Healthcare Services provided, the Hellenic Army General Staff develops a software for the AFIIS, responding to the technological developments which focus mostly on the continuously increasing volume of information and their increasingly rapid transmission. The AFIIS, in compliance with the requirements of the National Digital Strategy, will be able to operate in a manner that will upgrade the highly important everyday work of Healthcare Services of the Armed Forces, pointing out its outreach activities and interoperating with a great number of external Information Systems and bodies.

Its objective is the operational upgrade of the Armed Forces Healthcare System, through the collection and optimal management/utilisation of operational information, and the utilization of computer and communication technologies, which provide new opportunities to modernize the operation, as well as to upgrade the quality of healthcare services provided to recipients.

To achieve this, the current internal network infrastructures of Healthcare Services (Military Hospitals – Mobile Field Surgical Hospitals – Military Hospitals Departments) and of the Data Collection Centre (DCC) must be upgraded, in order to ensure that the procedure of collecting, processing, storing and managing data will operate smoothly around the clock. In addition, the necessary software must be installed and configured and, in parallel, the hubs of Military Hospitals must be interconnected. A proper infrastructure must also be created, which will ensure that information are transmitted rapidly and reliably and are secured, in parallel, by being stored in the Information Collection System.
